County commissioners name two department heads

The Chester County Commissioners today announced the hiring of two directors in county departments. Denny G. Bolton will serve as Director of Financial Services and Keith A. Hayes will be Director of Children, Youth and Families.

Commissioners Carol Aichele, Terence Farrell and Kathi Cozzone lauded the experience and professionalism of the two new directors.

Commissioner Chair Aichele said, "Chester County has hired a very strong financial manager and I am sure the county will benefit from his experience."

"Keith Hayes brings substantial knowledge of Chester County child-welfare programs to this position," said Farrell. "We are confident that he will continue to protect the interests of our children and their families."

Commissioner Cozzone said, "Keith Hayes has already done an outstanding job as acting director and Dr. Bolton has a deserved reputation as an excellent financial manager."

Bolton has responsibility for management of the county's Finance department, as well as Contracts and Purchasing, Tax Assessment and Tax Claims departments. Risk Management will also be part of the Finance department.

Bolton previously served as Chief Financial Officer of Owen J. Roberts School District in Pottstown, has been an international education consultant and an adjunct associate professor at Pennsylvania State University, West Chester University, Immaculata College, University of Pennsylvania and Northern Illinois University. He earned a Ph.D., MBA and M.A. from the University of Pennsylvania, an M.Ed from Lehigh University and a B.A. from Ursinus.

Hayes has served as acting director of the department since late 2007 and was previously the deputy director and manager of CYF. Prior to his affiliation with Chester County, he was a director at Media Child and a therapist at Crozer-Chester Medical. In his role as director, Hayes is responsible for the county's child welfare department, Chester County Care Information Service/Subsidized Day Care Program, Foster Parent Program and Youth Center. Hayes earned an M.A. in Clinical Psychology from West Chester University.

Bolton will report to Mark Rupsis, Chief Administrative Officer, and Hayes will report to Ruth Kranz-Carl, director of Human Services.
